If you plan to drive in the Dominican Republic, you can do so with your foreign driving license, including a Polish one, but only for 90 days from the moment of entry into the country as a tourist. After this period, it is necessary to obtain a Dominican driving license. Unfortunately, a tourist cannot obtain a local driving license, even if they wished to take a course and pass the exam locally.
Foreign Driving License in the Dominican Republic – How Does It Work?
If you are planning a trip to the Dominican Republic and want to drive there, the good news is that you can do so with your foreign driving license. This applies to driving licenses issued in Poland as well as in other EU countries. The condition is that you are legally present in the country – for example, as a tourist. This option is valid for 90 days from the moment of entry into the country.
Keep your International Driving Permit (IDP) with you, which serves as a translation of the document, especially if your national driving license is not issued in Spanish or English. This will facilitate communication in the event of a road check. During such a check, in addition to your driving license, you must also show your passport with an entry stamp or another document confirming legal stay.
What Happens After 90 Days? Driver’s Obligations and the Need for a Dominican Driving License
Driving with a foreign driving license is permitted only for the first 90 days of stay as a tourist. After this period, the situation changes – if someone continues to drive without a local document, they must face the consequences. The regulations provide for a fine ranging from one to five minimum wages in the public sector. In practice, this is a significant cost that is best avoided.
Poland does not have an agreement with the Dominican Republic regarding the mutual recognition of driving licenses. This means that there is no possibility of a ‘quick’ exchange of the document for a local one. Anyone who wishes to continue driving legally must go through the full procedure, which involves obtaining residency status. Most often, the person is required to be a resident or hold a business, student, or work visa. Without this, obtaining a local driving license is simply impossible.
How to Obtain a Dominican Driving License After 90 Days of Stay?
The most important thing is to extend your legal stay – if, of course, you have such an option. Without legal status, further steps will not be possible. To be able to apply for a local driving license through exchange (i.e., without a full course from scratch), you must:
- possess a valid driving license issued in your country of origin;
- obtain a certificate from an embassy or consulate in the Dominican Republic, confirming the validity and category of the document (I will explain this process in more detail in the next section);
- legalize this certificate at the Dominican Ministry of Foreign Affairs;
- present a valid passport and a document confirming legal stay – for example, a resident card, business visa, work permit, or student visa;
- undergo a medical examination and a blood type test;
- pay the fee (currently around 1,900 Dominican pesos, or approximately 33 USD).
What is important – you also need to personally go to the INTRANT headquarters in Santo Domingo, as the entire procedure is carried out there. So, if you live far away, a short trip awaits you.
How to Obtain a Certificate Confirming the Validity of Your Driving License?
The least obvious step is obtaining a certificate confirming the validity and category of your driving license. Without this document, it will not be possible to proceed with the exchange of your driving license for a local one. Where to start? First, you need to contact your country’s embassy or consulate, operating in the Dominican Republic or accredited to that country. For Polish citizens, the relevant diplomatic mission is the Embassy of the Republic of Poland in Caracas (Venezuela), which also handles matters related to the Dominican Republic. It is best to contact the embassy by phone or email. The following documents will need to be prepared:
- valid driving license (original and copy);
- passport (original and copy);
- application for a certificate – a form provided by the embassy or consulate.
After verifying the documents, the embassy or consulate issues a certificate confirming the validity and category of your driving license. However, this is not the end of the formalities. For the certificate to be honored by Dominican authorities, it must also be legalized at the Ministry of Foreign Affairs of the Dominican Republic (MIREX). This involves official confirmation of the authenticity of the signature and seal on the document – only then is the certificate recognized as official by local authorities.
Can a Tourist Obtain a Dominican Driving License?
Many people think that since they spend more time in the Dominican Republic, perhaps the easiest way would be to enroll in a driving course locally, pass the exam, and have peace of mind? Unfortunately, tourists do not have this option. Dominican law states that obtaining a local driving license is linked to possessing a Dominican identity document – the Cédula de Identidad y Electoral – which is only available to individuals with resident status.
Why does it work this way? The procedure for issuing a driving license is linked to legal and permanent residency status. The Cédula is a document required for practically all official matters, from signing contracts to submitting document applications. So, if you are thinking about a longer stay in the Dominican Republic and want to obtain a local driving license, consider starting the procedure to obtain resident status. Only then can you officially proceed to the next stages:
- obtaining a Cédula;
- undergoing medical examinations;
- completing the required documents and paying fees (fees are usually settled through local banks, such as Banco de Reservas).
Is a Dominican Driving Course and Exam a Cause for Stress?
For those who, for various reasons, will have to go through the full procedure of obtaining a driving license in the Dominican Republic – i.e., a course, theoretical, and practical exam – I have good news. Despite the concerns that may arise at the thought of a foreign country and different regulations, this stage turns out to be the least stressful part. Why is that?
Let’s start with the theoretical exam. Foreigners have the right to use the assistance of a Spanish interpreter, who is assigned during the exam. Such individuals not only know the language perfectly but also have extensive experience in these types of procedures. Many of them have helped candidates pass the exam dozens of times, so they know well what to pay attention to and how to precisely convey the content of the questions. In practice, translated questions are sometimes even more understandable to the examinee than the original versions.
As for the practical exam – there is no need to worry here either. In most cases, it is enough to get into the car, start the engine, drive around the examination center building, and park correctly at the end of the round. Well, compared to what awaits students during exams in Poland or other European countries, such a test does not seem particularly demanding.
